I made the embarrassing mistake of leaving "un" off "unelected". My
apologies to anyone who got a sudden flood of political aspirations.
And BTW, Terry, I think that when John says "effect on the exercise of
power", he means legislative, executive or judicial power. Changing the
constitution itself is usually seen as a special operation, in almost
every country, and is sometimes even considered separate from partisan
politics.
