You must be thinking of Marc Eccles' series of articles called
"Elizabethan Actors", which appeared in Notes & Queries in four parts
between 1991 and 1993.  Here are the citations:

Mark Eccles, "Elizabethan Actors I: A-D", N&Q 236 (1991), 38-49.
Mark Eccles, "Elizabethan Actors II: E-J", N&Q 236 (1991), 454-61.
Mark Eccles, "Elizabethan Actors III: K-R", N&Q 237 (1992), 293-303.
Mark Eccles, "Elizabethan Actors IV: S to End", N&Q 238 (1993), 165-76.

These are not really "biographies" per se, but rather groupings of
biographical facts, most not appearing in the standard reference works,
that Eccles had collected over several decades from both published
sources and unpublished archival ones.  It turns out that there are
quite a few errors in Eccles' citations for the archival sources, and
Bill Ingram has been systematically tracking down the originals and
correcting Eccles' citations as part of a larger project he's working
on.

My own Biographical Index of English Drama Before 1660 has citations to
a lot of published biographical information, including the above Eccles
articles, arranged alphabetically by name.  It also has very basic
biographical information about each person, and I eventually plan to
expand it into an actual biographical dictionary with narrative
biographies about each person.  The index part is available online:
