Warner has pulled the title from its release schedule, with no
explanation or future date.  Word is, however, that when it does arrive,
it will be a double disc special edition with deleted scenes (yes,
deleted from the uncut, 4-hour film), commentaries, and much much more.
Perhaps Russell Jackson has heard something about the delay?

Warner does tend to be difficult to predict new releases, in general.
There's a good chance the DVD will just show up one day, without any
advance notice.  My guess is that you should look for them in November,
for the Christmas season, which would also coincide with the Christmas
release of the film in 1996.
