The issue is with the DVD player...not the monitor/TV.  You can get
firmware off the web to set your DVD region code to zero"0".  This
should allow your DVD player to play any disc from any region code.
This also applies to DVD burners as well.  For non-professional burned
DVDs the region code in the burner has to be set to zero"0".
