Try the Electronic Literature Foundation (ELF) set of texts.
Presentation is choppy: one swatch of text at a time, but you can step
through an entire play with every line numbered. Search engine works
only within a selected play. A sidebar always gives access to the
902-word glossary, which is searchable and browsable. "The text is from
the Alex archive and is public domain."

University of Victoria, B.C., mounts a comprehensive set of
original-spelling texts from quartos, folios, etc. (editing and
proofreading varies), with line numbers, as an annex to Internet
Shakespeare Editions: http://web.uvic.ca/shakespeare/Annex/index.html
