I agree. Falstaff's first words are to ask the time, and Hal's response
is in effect "What have you got to do with the time of day?" Hal's
soliloquy at the end of 1.2 makes clear that he's just sojourning in the
tavern world. Falstaff, on the other hand, wants "holiday" not to
"seldom come" but to be his permanent address.
