Apparently you're out of luck unless you can get to the University of
Maryland and obtain permission to read Borish's dissertation there. This
used to be the case far too often and I'm surprised to see it continues,
but if Borish's dissertation was done before the advent of University
Micriofilms, or before their coverage was extended to his school, then
he apparently didn't want to pay a fee to have his dissertation included
in its collection.
