To me, the speech most resembles the situation, all too familiar from 
recent history, of a king who decides to go to war and wants his 
advisors to justify the, already made, decision. The king may phrase his 
request to the archbishop as a question, but I don't think the 
archbishop is fooled. Both king and archbishop have their own reasons 
for wanting the war, so the archbishop is happy to present the king with 
a "just cause." And, of course, in medieval warfare a "just cause" was 
even more important than it is today.
