One question that comes to mind... is there another buffoon type 
character that Shakespeare redeems?  My take on Toby, from a director's 
POV... he's a puffer fish and remains so until the end.  The thought 
occurs to me that Toby and Malvolio have something in common.  They both 
bloat well.
