I would be more cautious. It is just possible that one of the 
compositors tried to followed Shakespeare's punctuation as carefully as 
he could, and that the other compositor followed his own inclination. 
After this, the deluge.

Eld's compositors also set T&C. See the Oxford Textual Companion p. 424, 
for more information about the compositors.
