On the basis of style, I'm going to say this is by Eduard von Grutzner,
a German painter of the early 20th century.

I believe the artist is Eduard von Grutzner, who produced a whole series
of Falstaff paintings, of which this is one. The title of yours is
Falstaff mit Handschuhen, Zinnkanne und Weinglas and it is from 1919.
The others in the cycle were from around the same time.

Eduard von Grutzner, one of Hitler's favorite painters. He did several
Falstaffs.
