I don't know the exact size of the town, but the Stratford Festival in
Canada is probably a good match for Ashland.  It's far away from
everything else in the state, the festival is huge and the city is small
and built around it.  The RSC in Stratford England is also similar, very
small town with business heavily connected to the theatre.  The Alabama
Shakespeare Festival is in Montgomery.  It is the state capital, but
Birmingham is MUCH bigger. Montgomery is way over 40,000, but still
relatively small.  The Utah Shakespearean Festival in Cedar City has a
much shorter season than Ashland, but they are quickly growing to that
size  their city is tiny.
